Senate Democrats propose 1-year Obamacare subsidies punt in new shutdown offer

Senate Majority Leader Chuck Schumer made the offer in a Friday floor speech.

Senate Minority Leader Chuck Schumer laid out a new Democratic counterproposal for ending the government shutdown: attaching a one-year extension of soon-to-expire Affordable Care Act subsidies to a spending stopgap that would reopen agencies.

Schumer outlined the proposal during a floor speech Friday that was heavily attended by other Democratic senators in a show of caucus unity.

“We would like to offer a simple proposal that would reopen the government and extend the ACA premium tax credits simultaneously,” Schumer said.

Schumer proposed a “clean” one-year extension to the tax credits that expire on Dec. 31 — meaning they would not include new restrictions on eligibility that many Republicans have sought. He also proposed creating a bipartisan committee to negotiate a longer-term solution for the subsidies and other health care reforms, to begin its work after the government reopens.

Senate Republicans have warned repeatedly that the government has to be reopened before Democrats get any vote on the ACA subsidies. But Democrats have balked so far at those terms as they pressure President Donald Trump and congressional Republicans to cut a deal now to address the expected spike in Obamacare premiums.

“This is a reasonable offer that reopens the government, deals with health care affordability and begins a process of negotiating reforms to the ACA tax credits for the future,” Schumer said. “Now the ball is in the Republicans’ court. We need Republicans to just say, ‘Yes.”

Key Senate Republicans immediately ruled it out, however, with Majority Leader John Thune calling it a “nonstarter.”

“The Obamacare extension is the negotiation,” he said.

Sen. Lindsey Graham (R-S.C.) posted on X that it would unduly benefit health insurance companies to blindly extend the subsidies: “Another year...” he wrote.

This "one year" deal is a trap.

Schumer wanted to pass the ACA extensions in 2022 for two years so that it would become a campaign issue in the 2024 presidential election, but Joe Manchin wouldn't go for it and got Schumer to push it to 2025. As a compromise, Schumer believed that in 2025 the President and at least one chamber of Congress would be Democrat-controlled and they could make the extension permanent, so he agreed.

It turned out that President Trump beat Kamala Harris and Republicans took control of all of Congress, leaving Democrats with no power.

Now, Schumer's "deal" is to extend ACA credits to the 2026 mid-term election to give Democrats another campaign issue to run on against Republicans in the mid-term?

I don't think so. Schumer's goal is not to protect health care, it's to create a wedge issue that Democrats can use in their 2026 negative campaign ads to retake Congress and stop Trump's agenda.

Don't fall for it.

I predict John Roberts will try to save Obamacare, either frontally or via back channels. Roberts runs lots of stuff in DC, FISA just being one.

Republicans are proving to be quite useless. The new crew is every bit as useless as the older guard. MTG is running around blaming Mike Johnson who actually got the CR passed over a month ago while she tells everyone Obamacare needs to be extended. I don’t remember, did she run on extending Obamacare? What a bunch of phonies.

This would be a complete ambush for the GOP in the midterms.
Democrats would run on “elect us of your health care will run out”. GOP has to either hold firm, or do a two year extension to take it off the table for the midterms. One year is a trap.

Tell you what, Chuck, we'll extend ACA subsidies in the amount of 50% of any other welfare spending cuts you can find.

Apparently the dems are getting some heat about starving children by denying SNAP benefits so they need to make a move.

Has anybody seen any news about the sale of snacks and candy being down because SNAP has not been available?
