I suspect at some point the narco states will have nuclear weapons and all “traditional” enforcement will be nullified. It’s astonishing that we haven’t already had nuclear blackmail from non-state actors. If I recall, Russia paused an advance during one of the Chechen wars because the Chechens claimed to have a nuke. The Russians asked for the ID plate info and didn’t get it. But they initially took the threat as potentially real. That in itself is scary as it indicates they aren’t certain they got everything the Soviets left lying around.
