Trump wants to make a political point. If he wants to use this new census for Congressional apportionment, he needs to count non-citizens. Otherwise the courts will disallow it unless the constitution is quickly changed to limit Congressional representation to only citizens as Thaddeus Stevens had proposed during the debates about the Fourteenth Amendment.
The Constitution calls for a decennial census.
All he has to do is add the following line to all census forms, literature, and advertisements:
“Illegal immigrants responding to this US Federal Census will be referred to ICE. We now know where you live.”

He CAN, however, use it to prove the left is padding the decadal census to gain representation using illegal citizens.

I believe this is within the POTUS’ power to assign projects to the Census Bureau.
The court really can’t stop him as this is little more than POTUS requesting the Census bureau to do a bit more work mid-decade.
If slots open up for “census surveyors”, I’ll apply.

(2) Those that answer will be forthcoming RE their citizenship.
Could be quite revealing of POTUS’ support in the heartland.
I think that it’s the decennial census that must be used for re-apportionment.
Article 1, Section 2 includes this clause: "The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they [i.e., the Congress] shall by Law direct."
In other words, while there's no outright prohibition against doing multiple census counts between decades (though courts might disagree, given this clause), it's almost certain that the Congress owns the right to make this happen.
From Art 1, Sec 2, Clause 3...

Note the word “within”.
The Census is a joke. Nothing but a Government Insane Clown Posse Juggalo Joke.
Congress will have to come up with a good reason for refusing.
Putting congressional apportionment aside for a second- isn’t the census used to partially dictate federal $$$ states receive?? Wouldn’t that be effected by a new census count?
Seems reasonable to do it after a mass depopulation...
What does the Census bureaucracy do between those 10-year busy times?
