Most LEO explosives are binary. Separated until needed and mixed. Det cord goes bad after decades. Could have been a backpack full of primers.

When I was on the gunboats in Nam two bored sailors on patrol decided to play catch with a concussion grenade. They managed to break the pin (cheap pot metal), drop it and blow a hole in the deck of the boat. Fortunately there was no shrapnel, no one was injured and the boat wasn’t severely damaged. Though the Chief made them wish they had been sent to the hospital later. I would hope that the LAPD would be better disciplined around explosives. I would say that shyt happens. But in all the munitions I saw used in Nam a grenade or mortar shell or claymore never went off by accident.
