EXPOSED: Plano Mayor Gives Radical Mosque Special Access to School Board to Enforce Islamic Values—Revealing the Power EPIC Masjid Wields in Texas

A newly surfaced video reveals Plano Mayor John B. Muns offering the controversial East Plano Islamic Center (EPIC) special access to public school officials—exposing once again how this mosque has transformed from a religious institution into a powerful political force shaping education, demographics, and public policy in Texas.

Plano, Texas — In a deeply alarming and politically revealing moment, a newly surfaced video captures Plano Mayor John B. Muns inside the East Plano Islamic Center (EPIC), meeting with mosque leadership—including Yasir Qadhi, a cleric with a long-documented record of radical Islamic views—and offering them direct, special access to Plano school board members.

During the meeting, Qadhi pressed for assurances that Islamic moral values and traditional family teachings would be protected in public education. In response, Mayor Muns pledged to arrange a private dialogue between EPIC’s leadership and multiple school board officials—a courtesy seemingly not extended to Christian churches, Hindu temples, or any other concerned faith-based groups across Texas who have similarly objected to radical sexual curricula in public schools.

During Mayor Muns and Collin County Commissioner Duncan Webb’s visit to the controversial EPIC Masjid for a Question and Answer, Qadhi did not hold back. He framed Texas as a refuge for Muslims escaping liberal states and launched into a culturally charged demand: that the Plano Independent School District (PISD) protect Islamic morality, family structure, and the right of Muslims to teach their children according to Sharia-based values—implicitly pushing back against LGBTQ-inclusive education and gender ideology in schools.

“As a faith-based community,” Qadhi said, “we clearly have our views… We want assurances that the integrity of the family will be paramount, and that we will be allowed to pass our values to our children as we see fit.”

Mayor Muns did not challenge the ideological implications of the question. Instead, he offered the mosque something no average Plano resident receives:

“Let’s put something on the calendar… I’ll bring two or three school board members here so you can have a dialogue with them.”

A Mosque-Led Rewrite of Public Education? But what exactly would Plano school officials be encouraged to adopt?

Would this “dialogue” promote the same ideological framework used inside EPIC’s own Qalam Collegiate Academy (QCA)—a Sharia-based private school operating under EPIC’s control?

At a recent EPIC-hosted fundraiser for QCA, young children were showcased in their classrooms in Sharia-adherent clothing—including required hijabs for girls of certain ages—and full Palestinian nationalist attire, showcasing a radical, politically charged education model. Each grade level delivered presentations steeped in anti-Israel messaging, including chants of “From the River to the Sea”—a genocidal slogan popularized by Hamas that calls for the eradication of Israel.

Children stood before maps labeled “Palestine,” with the State of Israel completely erased, mirroring the propaganda methods used in Palestinian Authority and Hamas-run schools. This wasn’t cultural expression—it was radical indoctrination dressed up as education.

This event was not isolated. It reflects a broader agenda within EPIC’s educational ecosystem—one that aligns with BDS (Boycott, Divestment, Sanctions) principles, rejects Israel’s right to exist, and conditions students to view Jews, Americans, and Israel as enemies of Islam.

Inside the mosque, EPIC’s Youth Director, Ustadh Morad Awad, furthers this narrative with sermons like “Palestine Occupation Explained: For Kids!”, where he presents an aggressive anti-Israel, anti-American worldview. These teachings encourage Muslim youth to see violence against Israel as not just justified, but as a religious duty.

If this is the ideology being nurtured at EPIC’s private school, the question becomes unavoidable:

Is this what Mayor Muns is opening the door to in Plano’s public school system?

Qadhi’s Extremism: On the Record..

This was not a town hall. This was a closed-door political concession—made inside a mosque led by a man who has also:

Called Christians “filthy polytheists” and that their lives and property “hold no value” in jihad..

Hijacks Christ: Reduces the Son of God to a mouthpiece for Muhammad..

Denied the Holocaust..

Said democracy is inferior to Sharia..

Justified killing of apostates and homosexuals under Islamic law..

Defended the Taliban and promoted jihad-aligned ideologies..

Mosque held fundraisers for terrorist Aafia Siddiqui, jailed for trying to kill U.S. soldiers.

In a 2007 lecture, Qadhi declared, “To kill… the homosexual—this is also our religion,” and stated that mocking Allah or Muhammad carries the punishment of death.

In another lecture, he reinforced the Islamic doctrine that Christians and other non-Muslims are “najis”—a spiritually filthy, impure class—whose rights under jihad are nonexistent.

These are not the words of a moderate. They are the unfiltered views of a man who believes Western Christians are spiritually polluted and that Islamic law should define human worth and legal protections.

Rather than distancing himself, Mayor Muns offered special access to Plano’s education officials—after the mosque demanded that Islamic moral values be protected and reinforced in the public school system.

This shocking exchange raises urgent questions:

Why is a public school board being invited into a radical mosque to hear grievances and demands from an ideological enclave?

Why is Mayor Muns giving religious leaders backchannel influence over the public school curriculum?

And why has this same mosque been allowed to operate, unchallenged, as the ideological command center of a Sharia-based residential enclave for more than a decade? Preferential Treatment for Sharia, Silence for Everyone Else..

Let’s be clear: RAIR Foundation does not support the radical LGBTQ agenda that has been pushed into public schools by left-wing activists. Many conservatives across Texas—including Christian churches, Hindu communities, and traditional family advocates—have raised legitimate concerns about what is being taught to their children in terms of so-called “Critical Gender theory” and other aspects of sex education.

But here’s the difference: None of those groups appears to have been granted a private audience with school board members inside their churches, temples, or community halls. None have appeared to have received plaques, proclamations, or political reassurances from the mayor himself.

What we’re witnessing in Plano is not about inclusion—it seems to be about preferential treatment for a religious enclave advancing an entirely different, Sharia-based worldview.

It Took a Veteran Officer—Not Elected Officials—to Blow the Whistle.

The reason this meeting between Mayor Muns, Commissioner Duncan Webb, and Yasir Qadhi is so alarming is that it seems to confirm what Retired Lieutenant Douglas Deaton—a 26-year veteran of the Plano Police Department—has been warning all along.

While local officials like Muns have spent years posing for photos inside EPIC, handing out plaques, and proclaiming “Ramadan Day” in its honor, they either missed—or willfully ignored—the fact that this mosque is at the center of a 12-year-old Sharia-based enclave.

In public testimony before the Collin County Commissioners Court, Deaton courageously laid out what the city refused to acknowledge:

“There seems to be a general misunderstanding that we’re talking about a plan to build an Islamic Sharia-friendly community. The EPIC neighborhood already exists in Plano. It’s been there for nearly 12 years… Local government officials have known for years that only Muslims can purchase homes inside that neighborhood. You have to be a member of their mosque to live there.”

He described a fortress-like house built adjacent to the Plano Police Academy, with surveillance-style features—constructed by an EPIC leader and co-founder of the Yaqeen Institute for Islamic Research. Deaton called it a “command post” overlooking bomb squad equipment and SWAT vehicles.

His assessment wasn’t ideological—it was tactical and firsthand. He said plainly:

“This is not a matter of radicals hiding in plain sight… They’re not hiding. They’ve been open about their beliefs and their intent.”

Qadhi’s Words Confirm It All.

And now, thanks to the newly surfaced video, Qadhi himself seems to confirm Deaton’s testimony. When requesting a sidewalk and street infrastructure specifically for EPIC worshippers, Qadhi proudly states (at the 8:06 mark in the video).

“Actually, the entire subdivisions are our community.”

Let that sink in. A religious leader—known for promoting extremist Islamic views-openly admitted that his mosque’s community exercises territorial control over entire subdivisions in Plano.

As RAIR Foundation USA has previously documented, all-Islamic neighborhoods have quietly emerged across Collin County, often anchored by a central mosque functioning as both a religious and community command center.

This is not diversity. It’s the construction of religiously segregated zones—a parallel governance system based on Sharia principles, being rewarded with political access instead of being investigated.

Political Cowardice Disguised as Inclusion..

Instead of asking hard questions, Mayor Muns has repeatedly bent the knee:

In April 2022, he declared “Ramadan Day” in honor of EPIC while inside the Mosque.

When EPIC’s promotional video for its controversial EPIC City development sparked public backlash, Qadhi claimed Mayor Muns personally reassured him, saying: “Don’t worry. I have your back.”

Qadhi added, “If anyone says anything, you tell them to call me. I’ll defend you.”

That wasn’t a political misunderstanding. That was an open alliance.

Texans Deserve Accountability..

This mosque is not just a religious institution. It’s a political, financial, and ideological hub. And its leadership is using that platform to shape public education, infrastructure, and demographic control—with little resistance from those sworn to uphold the Constitution.

Mayor Muns has not only failed to question this behavior—he’s actively helping facilitate it.

Meanwhile, it took a retired police lieutenant to blow the whistle—not the mayor, not the commissioner, and not the city council.

From Local Mosque to Foreign Regime: Mayor Muns’ Pattern of Ideological Favoritism..

The deeper you look, the clearer it becomes: Mayor John B. Muns isn’t just turning a blind eye to EPIC’s ideological expansion—he’s actively celebrating it.

After rewarding the mosque with a citywide “Ramadan Day” proclamation in 2022 and granting them direct access to the Plano school board, Muns also aligned himself with a foreign regime—one with growing ties to Islamic political movements.

In October 2023, the Turkish Consulate in Houston publicly thanked Mayor Muns for officially proclaiming:

“Republic of Türkiye Day” in Plano on October 29, 2023.

The celebration marked the 100th anniversary of modern Turkey—a country now led by Islamic strongman Recep Tayyip Erdoğan, who supports the Muslim Brotherhood and funds Islamic expansion efforts across the globe.

Muns’ symbolic endorsement of Erdoğan’s Turkey, combined with his repeated presence at EPIC, raises serious questions:

Why is the mayor of a Texas city issuing proclamations for foreign Islamic governments and ideological religious movements?

Why is there no record of similar proclamations for Christmas, Easter, Yom Kippur, or Veterans Day?

Why does this administration reserve praise and partnership only for groups advancing Sharia-aligned values or foreign recognition agendas?

Meanwhile… EPIC’s Real Goal Is Expansion..

While Mayor Muns is busy handing out plaques and proclamations, EPIC’s leadership has been executing a bold plan:

The construction of controversial EPIC City—a 402-acre, religiously exclusive Islamic community, complete with:

1,000+ homes.

A mega-mosque.

An Islamic school.

Sharia-compliant retail and finance.

Senior housing, clinics, and commercial centers—all under an Islamic framework.

EPIC City is not just a housing development. It’s a blueprint for a parallel society, insulated from oversight, rooted in religious law, and modeled after the very enclave that has been operating under the radar in Plano for over a decade.

That plan is now under investigation by:

Governor Greg Abbott directed the Texas Rangers to launch a criminal investigation into the EPIC City development and its affiliated entities.

Attorney General Ken Paxton’s office opened an inquiry into potential violations of consumer protection and anti-discrimination laws.

The Texas State Securities Board is investigating Community Capital Partners—the developer behind EPIC City—for possible violations of state and federal securities laws, including questions surrounding fundraising and investment offerings.

Yet not a word of concern from Mayor Muns—even after EPIC’s own scholar was caught on video claiming an entire subdivision of Plano belongs to their community, and even as state authorities scramble to catch up with what local officials allowed to flourish unchecked.

Pattern or Coincidence?

Mosque-exclusive neighborhoods.

Mayor-endorsed Sharia advocates.

Closed-door political deals inside a controversial mosque State investigations into religious zoning violations and Sharia finance.

Proclamations for foreign Islamic powers.

This is not diversity. This is deference to an ideological movement—one that demands submission, not integration.

The Public Deserves Answers—and Action..

Plano residents and Texans across the state deserve full transparency and accountability. Public schools should never be shaped behind closed doors by religious ideologues—especially those promoting parallel legal systems, ethnic division, and anti-American indoctrination.

Where is the investigation into EPIC’s preferential treatment?

Why hasn’t Mayor Muns explained why this mosque was granted backdoor access to shape public education policy?

Why is this ideological agenda being rewarded with infrastructure, proclamations, and political protection?

If these questions remain unanswered, it’s not just political negligence—it’s surrender.

The Plano mayor sounds like RINO businessmen who want to have all possible monies come into their circle to profit off of—even if illegal or against what the voters want.

Growth at all cost, and it will cost, dearly.

These RINO business people are as corrupt as Democrat business people.

I would hope so. It shouldn’t take long to get rid of him. How on earth did this guy ever get elected mayor? One thing to have given him free rein in the city but the SCHOOLS?? If the folks aren’t up in arms about the ENTIRE idea - center to schools, they’re not Texans!

It starts with a fuzzy-headed liberal - and all of Plano is liberal; my daughter lives there (yes, liberal) and the number of "No one is illegal" yard signs is nauseating - and the now elected liberal embraces DEI and the muzzies capitalize on that and general fear of push-back.

I’m speechless.....Has TX ever considered seceding from the city? I know, stupid question but good grief, this is really UNREAL. Apparently citizens are all in if it’s that liberal. Are the majority of the citizens immigrants? I guess they could be ILLEGALS as they probably would let them vote anyway!

Isn’t this how AOC gets reelected in Queens - all immigrants? Probably both legal and illegal!
