I hadn’t heard that they were issued checks. only that they were still in the database.
Correct—the issue is that these social security numbers were shown as “active” which meant they could be used for fraud in government programs and/or non-government transactions of all kinds.
My bet is a lot of them were.
There have been old people who put their spouses in the deep freeze when they died so they could continue collecting their checks.
These same numbers could have been used to defraud private pension systems—as just one example.

That is my understanding as well.
Of course other federal government programs may not do that verification.
State government programs may not properly verify as well.
Then we have private pension funds, private medical insurance and a host of other private activities where fraud would remain possible.

This is just the beginning. Iam sure there are other ways they have laundered money to those they wanted to, through other means. Imagine all the people getting grift for phony disability.
I see so many people with the dam disabled tags on their huge suvs that walk and move around perfectly fine. Its not always someone else using their vehicle, they are older folks. But nothing is wrong with them, they arent hobbled.
