President Trump will have to come up with $15 billion in federal cash to fix New York City’s subway system if he wants to cut congestion pricing, Gov. Kathy Hochul insisted Thursday — as their ongoing spat over the controversial Manhattan toll only continues to escalate.
The Democrat said she gave Trump the so-called ultimatum during their White House sit-down late last week, telling him he would need to dip into US coffers to offset the billions the state is estimated to lose if the congestion toll is nixed.
“You’re gonna have to give me $15 billion to invest in a subway system, then,” Hochul told MSNBC’s “Morning Joe” of her closed-door meeting with the president on Wednesday.

Congestion pricing is a toll for driving on streets in and leading into the city, not on the subway. Many federal highways go through NYC.
I was there when the Verrazano was built. Passenger cars paid 25 cents to cross it,and we had 15 cent subway tokens. 65 years of great Democrat budgeting? $15B? How much will actually be spent on the Subway, when done. Will Grand Central look like Moscow train station or even the North Korean one? She should appoint one of the great former DOT heads, like that Buttatigue guy. (spell?) There are folks on X that say he was the best. How did 25 cents go to $9? Yes we make a lot more now, and why do our salaries keep go up, but we still can’t afford to buy things. A new car? (3x the cost of my first 3BR home?) USA doesn’t owe NYC anything. The quality of NY politicians has dropped to a new low. Send DOGE to straighten them out.
They chose illegal immigrants over public safety. They get nothing.

But this is about a subway.
The point is, it must be shown that US highways are being affected for this to be a federal case.
Bite me.
Just subtract it from the gas taxes turned over for Highways...
Or the Medicaid reimbursement...
Or the school subsidies..
Trump should just call Treasury and halt wire transfers to NY.

Every time someone asks for money, a prerequisite to considering it is that DOGE must go over their books.
DOGE is dangerous to them as they go over the detailed transaction register, not the account totals.
Trumps answer should have been “sell me the MTA and I’ll reform $15 billion in costs out of it”.

I wonder if there have been any large expenditures by NY State and NY City over the past 4-12 years on things that really weren’t in the best interests of New Yorkers. Things that might have contributed to congestion, for example, or over-use and abuse of the subway system.
I don’t know - maybe something like ILLEGAL IMMIGRANT SUPPORT?!?!?

WASHINGTON – The U.S. Department of Transportation’s Federal Highway Administration today terminated approval of the pilot for New York’s Central Business District Tolling Program (CBDTP). In a letter to New York Governor Kathy Hochul, the Department rescinded a November 21, 2024 agreement signed under the Value Pricing Pilot Program (VPPP) that effectively ends tolling authority for New York City’s cordon pricing plan, which imposes tolls on drivers entering Manhattan below 60th Street.
“New York State’s congestion pricing plan is a slap in the face to working class Americans and small business owners,” said U.S. Transportation Secretary Sean Duffy. “Commuters using the highway system to enter New York City have already financed the construction and improvement of these highways through the payment of gas taxes and other taxes. But now the toll program leaves drivers without any free highway alternative, and instead, takes more money from working people to pay for a transit system and not highways. It’s backwards and unfair. The program also hurts small businesses in New York that rely on customers from New Jersey and Connecticut. Finally, it impedes the flow of commerce into New York by increasing costs for trucks, which in turn could make goods more expensive for consumer. Every American should be able to access New York City regardless of their economic means. It shouldn’t be reserved for an elite few.”
The construction of federal-aid highways as a toll-free highway system has long been fundamental to the Federal-aid highway program. Except for limited exceptions allowed by Congress, highways constructed with Federal-aid highway funds cannot be tolled. As detailed in the letter, the Secretary is terminating the pilot for two reasons. First, the scope of the CBDTP is unprecedented and provides no toll-free option for many drivers who want or need to travel by vehicle in this major urbanized area. Second, the toll rate was set primarily to raise revenue for transit, rather than at an amount needed to reduce congestion. By doing so, the pilot runs contrary to the purpose of the VPPP, which is to impose tolls for congestion reduction – not transit revenue generation.
The Federal Highway Administration will work with the project sponsors on an orderly termination of the tolls.
