The governments of Finland and the Philippines have signed a Joint Declaration of Intent (JDI) in a major step towards ensuring fair and sustainable opportunities for Filipino workers.
This collaboration focuses on ethical labour mobility and protecting workers’ rights, particularly as Finland seeks to address its growing labour shortage.
Ethical recruitment
In a ceremony held in Manila, DMW Secretary Hans Leo Cacdac and Finnish Minister of Economic Affairs Arto Olavi Sartonen signed the agreement, reaffirming their mutual commitment to fairness and dignity in labour mobility. Filipino workers in Finland, particularly those in the healthcare, IT, and industrial sectors, will benefit the most. Philipines
Cacdac emphasised that the agreement aims to enhance the welfare of Filipino workers while reinforcing the Philippines’ bilateral ties with Finland. “This joint declaration reaffirms our shared vision for a future where labour mobility is characterised by fairness, dignity, and mutual benefit,” he stated.
Finland’s demand for skilled workers amid labour shortage
With its ageing population, Finland is experiencing significant workforce gaps. Sartonen highlighted the need for skilled professionals in sectors such as healthcare, technology, and industrial work, noting that Filipino workers have become a key solution to these shortages.
“Filipino workers contribute significantly to our workforce, particularly in healthcare and technology,” Sartonen said. “We are committed to ensuring they receive equal rights and pay as their Finnish counterparts.”
According to the Philippine News Agency, as of 2023, approximately 12,770 Filipino workers are employed in Finland, contributing to the nation’s healthcare and industrial sectors.
The JDI places a strong emphasis on ethical recruitment, ensuring that Filipino workers are properly licensed, hold valid work visas, and have contracts in place before leaving the Philippines. This framework seeks to address exploitation and unfair recruitment practices. Filipino workers are urged to use licensed agencies to ensure safety.

The partnership also includes opportunities for upskilling and the possibility for workers to bring their families to Finland, further enhancing the quality of life for Filipino workers abroad. Finland’s national website, Work in Finland, serves as a resource for exploring these opportunities.
Why not an Arab Muslim labor force?
They speak English.

Filipino expat workers are everywhere. Practically every civilian job in the Navy here in San Diego is a Filipino. They're all over Japan. And, as you said, the Middle East.
Filipinos are not Turks. They're not Afghans or Pakistanis. And they're certainly not Africans.
Cruise lines too. theyre English speaking, and willing to accept the lower wage

Japan and Korea are first world economies. They don’t export labor. I’ve employed Filipinos in Hong Kong and most were excellent workers, polite, and not muzzies.
I don't know much about the Philippines other than they're Third World.
Filipinos aren’t Turks.
They’ve had an association with the US Navy since the Philippines was a US territory.
My wife is a Filipina now US citizen. The #1 export of “The Fills” as I call it, is workers. They’re EVERYWHERE. Ships of all sorts, cruise or otherwise, hospitals, clinics the world over. Nannies in Hong Kong, factory workers in Taiwan.
The joke even among themselves is that EVERY girl born there is going to grow up to try to be a nurse. That being said, my lovely wife is an RN, and when I met her online, she was working in the ER of a hospital in Saudi Arabia making a little over $3 USD an hour. She has a bachelors in nursing from an accredited university in Manila, with experience, and was working in Saudi because “They were hiring” and “They pay so much more than I could make at home”.
There are basically NO jobs to be had in The Fills. So if you want a real job that pays anything, you have to go somewhere else. They have a term for it “OFW” or Overseas Filipino Worker.
One last comment here, her 4 year university education 20 years ago cost a grand total of $3,000 USD. That’s boarding, food, and tuition.
In the U.S. a lot of them are in the nursing/medical field, and some in civil service.
There are some MILFs.
