Speaker Mike Johnson, R-La., unveiled a new plan for avoiding a partial government shutdown on Sunday after a House GOP rebellion derailed a more conservative measure last week.
House leaders are aiming for a vote this week on a short-term extension of the current year’s government funding levels, called a continuing resolution (CR), to give congressional negotiators more time to hash out federal spending priorities for the new fiscal year beginning Oct. 1.
It must pass the House and Senate by the end of the day on Sept. 30 to avert a shutdown. Senate Majority Leader Chuck Schumer, D-N.Y., signaled the plan had bipartisan support in both chambers.
The new measure, closer in line with what Senate Democrats and the White House had called for than his first plan, is likely to spark fury among the ultra-conservative House Freedom Caucus and its allies. But most Republicans are wary of the political fallout of failure just weeks before Election Day.
Johnson took a swipe at the upper chamber for failing to pass a single one of their 12 appropriations bills, writing to House GOP colleagues on Sunday that because "Senate Democrats failed to pass a single appropriations bill or negotiate with the House on an acceptable topline number for FY 2025, a continuing resolution is the only option that remains."
The plan would keep the government out of a partial shutdown through Dec. 20. House GOP leadership staff told reporters on Sunday that Democratic requests for additional dollars were rebuffed, and extra disaster relief funds that were in Johnson’s initial plan have been removed.

Lawmakers, along with whoever is running the OBiden Administration, are wrongly ignoring that making it easier for illegal aliens to get away with voting to try to keep desperate, elite Democrats and RINOs in power actually requires the states to ratify an appropriate amendment to the Constitution to give illegals the power to vote imo. Democratic and Republican Trump supporters are reminded that when Virginia Minor argued that her right to vote was a “freebie” (my word) of being a citizen in Minor v. Happersett, 1874, the Supreme Court clarified the following. Since women's suffrage was not expressly constitutionally protected, it was up to the individual states to decide if otherwise qualified women could vote, Minor living in a "wrong" state.

The right of suffrage was not necessarily one of the privileges or immunities of citizenship before the adoption of the Fourteenth Amendment, and that amendment does not add to these privileges and immunities. So Supreme Court case precedent has determined that states uniquely have the power to decide voter qualifications.
And that means that the states can use illegal aliens vote to sneak more voting power for a favored political party into the House of Representatives, right?
WRONG!
In stark contrast to elite Democrats now trying to unconstitutionally gift illegal aliens the right to vote to try to keep themselves in power, women had to fight for their suffrage which they eventually won, evidenced by the 19th Amendment.
"19th Amendment: The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of sex.
Congress shall have power to enforce this article by appropriate legislation."
Letting illegals get away with voting is a not only a slap in the face to women, but wrongly weakens the voting power of all qualified citizens.
In addition to illegals having no express constitutional power to vote, there's another MAJOR constitutional problem with allowing illegals to vote.
More specifically, the congressional record shows that post-Civil War lawmakers were concerned that renegade states that allowed illegal aliens to vote effectively wrongly nullify the Uniform Rule of Naturalization Clause.
"Article I, Section 8, Clause 4: To establish an uniform Rule of Naturalization [emphasis added], and uniform Laws on the subject of Bankruptcies throughout the United States;"
" If the States can admit to the elective franchise those who are not citizens, thereby neutralizing the votes of citizens, not only the Federal power of naturalization becomes a nullity, but" * * * * "a minority of citizens by the aid of aliens may control the government of the States, and through the States the government of the Union [emphasis added]." —Appendix to the Congressional Globe, 1868. (See near middle of 1st column.)
" Whatever difference there may be as to what other rights appertain to a citizen, all must agree that he has the right to petition and also to claim the Protection of the Government. These belong to him as a member the body politic, and the possession of them is what separates citizens of the lowest condition from aliens and slaves. To suppose that a State can make an alien a citizen or confer on him the right of voting would involve the absurdity of giving him the direct and immediate control of the action of the General Government, from which he can claim no protection and to which he has no right to present a petition [emphasis added]." —Appendix to the Congressional Globe, 1868. (See bottom half of 1st column.)
The bottom line concerning feds limiting the states in removing ineligible voters is that the feds themselves are unconstitutionally interfering with a federal election, evidenced by Speaker Johnson unthinkingly helping to nullify the constitution's Uniform Rule of Naturalization Clause imo.
Regarding renegade states allowing illegals to vote, note that Section 2 of the 14th Amendment (14A), that amendment ratified shortly after the excerpts above appeared in the congressional record, is a penalty for states where ballot box fraud has occurred.
Especially consider the zero tolerance "hair trigger" wording in that section that should be a warning for any state thinking about rigging an election, letting non-citizens vote just one example of doing so.

"But when the right to vote at any election"

"Section 2: Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed. In fact, consider that the post-Civil War congressional Republicans who drafted Section 2 made it to discourage Southern Democrats (my words) from rigging the ballot boxes that Democrats are now alleged to have done for 2020, 2022 and possibly earlier elections!

But even with its zero tolerance wording, Pence and the J6 Congress still ignored allegations of vote-counting fraud imo.
Also, in addition to trying to tap the illegal votes of illegal aliens to try to stay in power, desperate elite Democrats recently unilaterally threw out 14+ million primary votes for OBiden after his bad interview with Trump, giving OBiden's votes to presidentially unqualified (imo) Harris, and need to be held responsible for violating Section 2 imo.
With Section 2 in mind, consider that if this were a better world, the feds would be reminding all states before an election that the feds will be darkening the doorway of any state to investigate allegations of possible violations of constitutional voting integrity protections, including policing elections for violations of the Uniform Rule of Naturalization Clause.
Since Congress and renegade states have repeatedly proven that they are enemies of the people imo, it is now up to Democratic and Republican Trump supporters to effectively "impeach and remove" ALL (exceptions?) state and federal lawmakers and executives in November.
In fact, it's up to us Trump supporters to take the first MAJOR step in draining the swamp by supporting hopeful Trump 47 with a new, Constitution-respecting Congress, new state lawmakers too, not only so that he will not be a lame duck president from the first day of his second term, but will support him to quickly finish draining the swamp.
Finally, let's not allow the anti-Trump media try to fade our memories of what we witnessed on July 13.

Lawmakers will continue to draw a paycheck even if they haven't reached a deal to fund the government. The reason is because of how their pay is treated under the Constitution and federal law. Article I, Section 6 of the Constitution states: "The Senators and Representatives shall receive a Compensation for their Services, to be ascertained by Law, and paid out of the Treasury of the United States." This means they must get paid whether or not other parts of the government are funded.
Lawmakers' pay has been funded by a permanent appropriation since 1983, according to a recent Congressional Research Service report, meaning funding for their pay doesn't need to be renewed annually.
