The swing state is unique in that it distinguishes between voters who can participate only in federal elections and those who can vote in federal, state and local elections. Eligibility for the latter classification requires submission of proof of citizenship.
The court ruled that county officials lack the authority to change their statuses because those voters registered long ago and had attested under the penalty of law that they are citizens.
“We are unwilling on these facts to disenfranchise voters en masse from participating in state contests,” Chief Justice Ann Scott Timmer stated in the ruling.

Well, there you have it. On that basis alone they should be able to vote, right?
So if I sold drugs to minors for cash and sex, and I never got caught, that means I get to keep the money -— right, judge?
If I’m reading this carefully and I haven’t had my coffee yet, the 98,000 were already eligible to vote in federal elections, just not in state and local elections.

You know if it were 100,000 Republican-leaning voters this judge would have disenfranchised them right away - but the general principle of the courts staying out of elections is correct. These fixes are supposed to be made by state legislatures - and the AZ GOP has no excuse for their disinterest.
This needs to go to USSC right now. Arizona already has problems with mega cheating in Maricopa county. The cheating has been proven several different ways and still the courts refuse to touch it and the Republican Party is just fine with it.
Why not just send ballots worldwide so everyone can vote?
