Because Congress has surrendered its power to the Fed.gov bureaucracy and intel deep-state, and its only real power - spending money - has been totally neutered by massive "Omnibus Spending" and "Continuing Resolution" spending bills, usually thousands of pages long and passed in the middle of the night.
