I don’t know if he could do that. He could lower Federal taxes, but the states could raise them. It takes a while for production and supply to ramp up.
Pretty tough to get my Electric Coop bill reduced.
Most of the bill is associated with running the account and paying for the distribution infrastructure [Capital and maintenance] required to just get the power to the house.
Marginal coal power and wind power costs are fairly low.
I like the current rate structure where marginal kWhs prices are very low.
A totally proper monthly bill structure.
A Herculean task, but I don’t care if he promises it. It’s a good campaign message that hits home on a critical issue — high energy costs. Let the MSM and Kamala fret about the reality of delivering on this promise. They tell bigger fibs every day.
My COOP has but 12,400 meters in six counties.

Unfortunately the COOP has 0 Watts of local grid generation [except for in geographical boundaries member solar generation.]
A few days a year I cough up ~10 hours of 300 watts as practice for the Grid going down.
