To expand on my #117, it was the firewall between CIA and FBI that kept the former from sharing with the FBI information that they had about the possibility of Saudi nationals training to fly airliners and possibly hijacking them n the US. As I recall, some flight school had notified the Feebs about students that only wanted to learn the in-air specifics of flying, not take-offs and landings.
