I’m pretty sure there are mortar shells that be fired from say three miles away that could be set to explode 10 feet above a podium, reliably.
Not only should a leading political candidate speak from inside, but cellphone frequencies should be blocked and video broadcasts should be delayed by a few minutes. Several podiums should be placed and utilized irregularly.
Whatever the Ukrainian military can do can be done by other groups.

My first act as their Leader would be to halve their pay.
I would then encourage those bastards to, “work when and where we order you!”
