President Biden is finalizing plans to endorse major changes to the Supreme Court in the coming weeks, including proposals for legislation to establish term limits for the justices and an enforceable ethics code, according to two people briefed on the plans.
He is also weighing whether to call for a constitutional amendment to eliminate broad immunity for presidents and other constitutional officeholders, the people said, speaking on the condition of anonymity to discuss private deliberations.

Article III section 1 says. “The judges, both of the supreme and inferior courts, shall hold their offices during good behavior…”. They are lifetime appointments. “Terms or Tenure” are irrelevant. “They shall hold their office during good behavior”. They can only be removed by impeachment. Nothing else can affect their office. Congress is powerless to enact any legislation that will affect the holding of their office.

Term limits would need an amendment, but the number of judges can be changed by Congress. Judges can be added by an act of Congress. But shrinking the court is a lot more difficult - death, removal or resignation followed by an act establishing the number of justices at the lower number.
However, that would deprive the president of an opportunity to name a justice to fill the court vacancy. If Congress opposed the president, they might try that just to spite him. But they can also not give a candidate a Senate hearing (think Merrick Garland) and get the same result until a new Congress comes in.
Democrats have zero acceptance of the separate of powers enshrined by our Founders in the Constitution. Just one of many reasons why I despise them.

This isn’t “Biden’s work,” but those of his handlers—behind the scenes, unelected, unaccountable, and un-American. This is a last-ditch effort to re-make one of our institutions that is actually working, SCOTUS. Biden doesn’t care, nor will he be able to explain whatever the proposal is.
