It actually wasn’t staged.
The first flag raising failed to stay upright. Joe Rosenthal took the iconic photo when Marines accurately raisedthe US flag.

Rosenthal himself had inadvertently fueled the suspicions, as he later recounted, but, a Marine videographer who stood alongside him as the flag went up captured footage that shows the flag-raising in real time. Although accusations that the photo was posed have persisted over the years, those claims are baseless.Feb 21, 2020
It wasn’t posed. It was the second flag. The first was too small to be seen offshore. Rosenthal caught the scene by snapping the raising and this pic is what his lens caught. There is 16mm colored film of the raising taken from the same vantage as Rosenthal’s still.
