The shooter was on a roof nearby.
There was an interview with a witness who saw the guy with the rifle on the roof, and screamed for the cops and secret service, and pointed at the shooter. The cops and SS did nothing until the guy fired, and then they killed him right away.

The Secret Service didn’t move Trump until the 3d time the gave orders to move. They kept Trump in the Kill Zone. He should have been off that stage in seconds, not minutes....
That Shooting was a set up. No way a roof top can be unmanned at an event like this.
