It won’t be Rubio unless somebody is going to be moving.

Saunders and Youngkin are probably going to run as Governors. They are young and can afford to not grab an opportunity for one election cycle.

I think Trump’s promotion of Rubio to the Florida crowd is to also pave the way for him to run for governor when DeSantis’ term is up. It’d be a good move for Rubio.

Virigina governors are limited to one term. Youngkin makes sense strategically, as VA could be close this year, then if he resigns with a year left, Sears who is AA becomes governor and probably wins her own term. Youngkin is not MAGA, but there would be worse picks.

Youngkin can't run for Virginia Governor due to their rules:

The Governor of Virginia is an elected constitutional officer, the head of the executive branch, and the highest state office in Virginia. The Governor is popularly elected every four years by a plurality. Although there is no life-term term limit, the governor cannot serve consecutive terms.

He could run again in 2028.
