IIRC Nasty changed the law, which could possibly be not even lawful, so that Congress could evoke the 25th on a President.
There would have to be a reason to evoke the 25th on Comma-la, not sure what that reason would be.

My friend told me someone she knows was healed of late-stage cancer by taking Ivermectin. The doctors said nothing could be done.
