It didn’t matter. Everyone could see that Biden was not all there.
After Biden made his stupid statement you could see the dimmest spark that even Biden realized his mouth outstripped his brain and he needed to correct himself, but Tapper cut him off to avoid giving Brandon the opportunity to dig his hole any deeper, and the timing of Tapper's cutoff cued it up perfectly for Trump's reply.
It looked like jake was glad to interrupt but was it at the correct moment when biden’s time had run out? Both moderators were quick to cap off the time outs, which is fine if it’s done equally.

I actually thought both of the CNN moderators did a pretty fair job on the debate.
Jake Tapper would change Bidementia’s diaper with his teeth.
Perhaps I’m wrong...it seemed, before the first commercial break, that Biden would provide short responses, not using the all the time allotted. He would just stop talking, then it was Trump’s turn. After the commercial break, the moderators would say, if Biden stopped mumbling early, “you have X-number of seconds left, what do you think about this”? Helping Biden to use the time he had remaining.
Instead just moving on with the next question.
Also, they asked Trump about Jan 6, and in turn they should have asked Biden about the 51 Intel officers who said the laptop was Russian disinformation. Not asking a question about blatant election interference by intelligence officials, solicited by Anthony Blinkin, some still on the government payroll, would suggest real bias in favor of Biden. They lose by omission.
Trump himself brought it up but it should have been addressed.
I will say that the moderators did not contradict Trump and let him speak off topic which was a first.
I noticed it. The moderator was controlling and directing Biden all through the debate. When ever Biden would began to go wonky the moderator would say “Thank you President Biden” and then move on.
Did Tapper cut Biden off before the time limit in order to not let the stupor go on any longer? I didn’t time it, but that’s the feeling I got.
