These things are subject to resource constraints, but serious offenses are prosecuted and extraditions sought. One example is Klinghoffer’s murderer, who was detained in post-Saddam Iraq, but croaked before the procedural hurdles could be surmounted.

The Klinghoffer case doesn’t fall under any conventional legal standards. As the crime took place in international waters outside the jurisdiction of any nation, it was the legal equivalent of piracy — and anyone who dealt with it (especially the U.S.) would have a wide degree of latitude.
