No, it’s probably true.
I know a guy or two who has known Putin for decades as well.
Dr. Jack Wheeler for one and the other’s I’ll leave silent.
Dr. Jack Wheeler is famously known for creating opportunities to send arms and missiles to the Mujahadeen to fight the Soviets.
He also met Putin several times in the intervening years

I loathe Biden.
But in this case he might be speaking to that he knew of Putin while Biden was in the Senate and privy to sensitive information.
Of course, he’s leaking classified information with this comment. But he might be saying something of substance.

I would not be in the least surprised if Biden had contact with KGB operatives in the 70s and 80s.
