The plan put in place long before 7 Oct was to have the PA regain authority over Gaza.
The PA will replace Hamas and the IDF will destroy Hamas, with the Mossad finishing the job in an operation with will take up to 7 years to bury all the scum.
The PA is too corrupt to control Gaza.
