Well the contractors need to charge extra. A breakwater was not specified in the contract but turns out to be necessary because of unforeseen weather conditions.
I hope no seabirds build nests on them. They’d probably have to remain beached until the hatchlings fledged.
So US-owned barges, being used to aid and abet the enemies of Israel, wind up getting beached due to stormy seas.

IIRC when deciding to improvise a large port on a port-less stretch of Judean beach, Herod knew to build a large breakwater first. It still exists, although it has settled to below sea level in the years since. Biden’s at least 2000 years behind the times.
