I know it’s dangerous. But perhaps there should be a Convention of States to address this one issue. The president can federalize the National Guard at his whim. This gives the president way too much power.
Only Congress should be able to federalize the Guard.
I was in the Texas National Guard, Texas takes its military forces seriously and will go to unusual lengths to support them if needed.

Article II Section 2 states:
The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States;Article I Section 8 says:
To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;
The Constitution says that the President must wait for the militia to be called into national service before he can be Commander-in-Chief over them, but it is Congress who must call them into national service first.
What am I missing? If the Texas National Guard and Air Guard are not "militia" units at all, then wouldn't that mean that the President has no CiC authority over them under any circumstances?

Not at his whim. The Governor must initiate the request to federalize, or concur with it. Remember this is what delayed Bush’s response to Hurricane Katrina, the Governor refused to started the federalization request.
This also hindered Trump in responding to antifa and blm violence …State governors refusing federalization. Ultimately Trump and AG Barr deployed some State Guard assets by swearing the men in as Federal Marshals. In other cases ( Hogan MD) Governor consented only to defined limited role for Guard units.

That is my take as well. But Biden doesn’t want to just temporarily federalize these Guard units. He wants to permanently remove them from state control, and put them directly under the command of the Space Force.
Even California governor Newsom is against this idea.
The POTATUS wants ice cream.
