Items are lost going through the postal service. I would think a document like this would require a signature upon delivery to certify it was delivered.

This happened to me several years ago. I now have disclosed delivery, which means I get a photographic copy of items delivered to my address.
The articles in question were delivered to the wrong address AND the cards were marked signature on file.
Went to post office master and complained and write a letter explaining what happened. The ‘fine’ was removed. The carrier on the route was fired.
