If I were an enemy of the police, and if I had sufficient numbers, I would be mindful of how and where the police were deployed and be constantly shifting my supporters to flank them and keep the police off balance and guessing.

Scary. The police have to be able to know where the crowd is at all times. If the crowd is to the sides and behind the police when they take action, they police are in deep trouble.
