This SWAT raid along with the Tank was entirely justified.After the Marshals were shot, obviously yes.
But Morgana's question was why? Were they just investigating and were taken by surprise? Or was there already evidence this was likely to occur and was ignored when they could have grabbed the perp more easily another way?

Yes. This was a routine serving of a warrant. They didn’t expect this level of violence.
