Well, when people who had to literally Lie, Cheat and Steal to survive in their country with oppressive government come to America, they just continue to act the same way. Imagine that!
So the fraud was in the money _saved_ from stamps that were duplicates or counterfeits of stamps purchased as USPS-recognized legitimate from online vendors.
Rather than somehow directly bilking the USPS of $150 million, the shippers saved that money otherwise spent on shipping via stamps that were fakes.
...Just naking sure I understand the story.

Most people were unaware that taxpayers were subsidizing USPS package shipments from Chyna to the U.S. for decades.
Just wow. I have to quit reading this stuff. By the way, the government folks know they are hated. I have asked them and they confirm it. Check the levels of security just to pay a ticket or handle a small matter at most government offices of all kinds and you will see it. What is interesting is they DON’T CHANGE THE WAY THEY’RE TREATING PEOPLE OR THEIR STUPID DECISIONS.

Foreigners come here and run scams, in my neck of the woods (SoCal) it’s Eastern Europeans and Iranians - medicare and medical equipment fraud seem to be two of the big ones costing the system tens of millions of dollars.
One Iranian leased 15 luxury vehicles for his fraudulent “business” - forged the paperwork, sold all the cars and then absconded with the cash back to the old country - long gone before the feds caught up with him.
This is ‘free shipping’ at its finest.
