Vaccine opt-out rate for Louisiana children skyrockets. Herd immunity at risk, experts say.

Parents opted out of vaccines for Louisiana’s kindergartners at the highest rate in at least a decade as several new bills to weaken vaccine requirements continue to advance in the Louisiana Legislature.

During the 2022-23 school year, about 2.3% of children entering school requested exemptions, according to data from the Centers for Disease Control and Prevention. About 0.1% of those were due to medical reasons.

That’s around double the year before, when 1.1% of kindergarten students requested nonmedical exemptions. From 2011 to 2017, the average exemption rate was around 0.75%.

“It’s a slippery slope,” said Dr. Mark Kline, physician in chief at Children’s Hospital New Orleans and an infectious disease specialist. “The higher the percentage of school-age children who are unvaccinated or under-vaccinated, the less herd immunity we have.”

Louisiana is already one of 15 states that allows for “philosophical” exemptions for any reason. Health experts worry that making it easier to opt out may push the state into outbreak territory. For some diseases, a slim margin determines whether viruses can easily spread. ..Several states are experiencing (measles) outbreaks…

…Because vaccination has been baked into schooling for so long, the benefits of vaccination are not as apparent as they once were, when children were paralyzed by polio or killed by measles at higher rates. Childhood vaccinations prevent an estimated 4 million deaths yearly, according to the CDC.

Those who are most at risk when vaccination rates drop are infants too young to be vaccinated and people with weakened immune systems, for whom vaccination doesn’t work as well.

“If the vaccine drops continue, we’re going to get outbreaks,” said Tulane's Stoecker. “And kids are going to die. And maybe at that point, we’ll reconsider what our policy options are.”

One does not have any reason o trust government mandated or even suggested medications and vaccines. Health is NOT the priority of government medicine, or that of the major pharmaceutical companies.

We have immune systems that work far better than that so-called *vaccine* which does NOT provide *herd immunity*.

What? What do you think a vaccine does in relation to the immune system?

They are playing a constant game of catch up as the virus mutates unpredictably and therefor they can only create the vax after the variant is out. Not to mention that children are not all that affected by Covid.

This article is not even about COVID.

Take vitamin D3 supplements, instead. My wife was a schoolteacher and had to get flu shots every year. She brought flu home from school twice a year. She started taking D3 supplement daily and avoided flu shots for her last 6 years as a teacher and did not get flu or colds again. In our experience both of us got Covid once each and each of us took a measured megadose of D3 and were altogether cleared up in 8 to 10 hours.

From the comments on here it seems like nobody has heard of smallpox or polio.

Of course there was the genius who commented about measles vaccines “almost all of us on here have had the measles, and we’re still alive”.

When we are talking about public schools and vaccines, there is no “buffet” option. It’s all or no school for you.

There is more than one way to herd immunity. Some childhood diseases are not usually fatal, and once your kid has one they are part of the “herd” that is then immune and not a danger to other kids. We had had most of the childhood diseases BEFORE 1st grade, when while residing upstate NY we were still required to get the “school vaccinations”.

A panel of Louisiana lawmakers on Monday rejected a proposed rule from the Louisiana Department of Health to add the COVID-19 vaccine to the state immunization schedule for schools.

Gov. John Bel Edwards can overrule that decision and has indicated he would.

A spokesperson for Gov. Edwards issued the following statement regarding the hearing:

“As the Governor said on Friday, he supports adding the safe and effective COVID-19 vaccine to the immunization schedule and, barring a recommendation from public health experts, his opinion would not change.

“Also, as LDH testified today in the hearing, the Department absolutely has the authority to add this vaccine to the immunization schedule, despite the misinformation presented today at the Legislature.

“This vaccine is safe, it is effective and it is easily accessible across the state. Louisiana has some of the broadest opt-outs for parents who do not want to vaccinate their children, including health, religious and philosophical reasons. None of that will change when this vaccine is added to the immunization schedule.”

But among those speaking against the rule at a hearing ahead of the 13-2 vote at the State Capitol was Louisiana Attorney General Jeff Landry, who argued the executive branch lacked authority to make the rule.”

A student in St. Francisville, La. received the COVID-19 vaccine in 2021. Under a bill moving through the Louisiana Legislature, no school could require students to get the vaccine.

A bill moving through the Louisiana Legislature would forbid schools from requiring students to get the COVID-19 vaccine, which is recommended by public health officials but opposed by some vaccine skeptics.

The bill would invalidate the current policy in New Orleans’ public school system, which requires students ages 5 and up to get vaccinated against COVID unless their parents opt out. Hit especially hard during the pandemic, New Orleans was one of the nation’s first school systems to adopt such a rule.

On Wednesday, members of the House Education Committee voted 13-1 in favor of House Bill 46, which prohibits any day care, school, college or university from imposing a COVID vaccine mandate on students. The committee also approved another bill, HB 47, requiring schools to include information about opting out of vaccines in any messages to families about immunization requirements. The Legislature passed similar bills last year, which were vetoed by former Gov. John Bel Edwards, a Democrat.

Louisiana requires students to show proof of immunization against certain diseases before attending public or private schools, but it does not mandate that they receive the COVID vaccine. Parents can claim an exemption to the vaccination rule for medical, religious or philosophical reasons.

Individual school systems can request permission from the state health department to require additional vaccines, including COVID. The state approved NOLA Public Schools’ COVID vaccine mandate in 2021.

Clinical trials have shown the COVID vaccine to be safe and effective for children. The federal Centers for Disease Control and Prevention and major medical groups, including the American Academy of Pediatrics, have recommended that children ages six months and older receive the vaccine.

However, Louisiana lawmakers and anti-vaccination groups have opposed requiring anyone, including students, to get vaccinated against COVID.

“The intent of this bill is to stop mandates,” said Rep. Kathy Edmonston, R- Gonzales, who sponsored the bills. “It doesn’t have anything to do with yay or nay on the vaccines, we just don’t want mandates.”

At the height of the pandemic, Gov. Edwards proposed a statewide COVID vaccine mandate for students, but backtracked following staunch Republican opposition and a lawsuit by then-Attorney General Jeff Landry. Landry, a Republican who became governor in January, was an outspoken critic of pandemic restrictions and COVID vaccine requirements.

However, the New Orleans school system moved to adopt its own mandate, with NOLA Public Schools and dozens of charter school operators jointly requesting state permission to require students to get the COVID vaccine unless their families applied for an exemption. The state signed off, making New Orleans one of the country’s first school systems to impose a COVID vaccine mandate, which went into effect Feb. 1, 2022.

The Louisiana Department of Health “agrees that vaccination is the most effective tool in preventing severe disease, hospitalization, and deaths,” the agency said in a Dec. 16, 2021 letter approving New Orleans’ policy.

In a statement Wednesday, a NOLA Public Schools spokesperson said the district would continue to follow state and federal laws regarding immunization, including families’ right to opt out.

During Wednesday’s hearing, some anti-vaccine advocates and lawmakers questioned the safety and efficacy of the COVID vaccine. They also said COVID-19 is not a vaccine-preventable disease.

However, both the CDC and the Louisiana Department of Health include COVID-19 on their lists of vaccine-preventable diseases. Gov. Jeff Landry’s website notes that everyone six months and older is eligible to get the COVID vaccine, which was approved by the federal Food and Drug Administration.

“Vaccines are authorized for use by the FDA,” the governor’s website says, “meaning clinical trials have proven the vaccines as a safe and effective defense against COVID-19.”

A Landry spokesperson did not respond Wednesday to a request for comment on the bills, though his office submitted a card with information about them to legislators, the details of which weren’t immediately clear Wednesday.

The bills will now move to the full House for debate.
