You can do all 3 in prison. The only difference is that the prisoners do it to each other. They don’t care who they hurt, and they don’t magically start caring once the cell door slams. They terrorize each other quite well.

Prison was indeed the solution. I’m sure he didn’t shoplift while in prison. It was letting him out that caused the repeated thefts.

This story actually reinforces the need for MORE prison time - and MUCH less “nice” time. When there is relatively no penalty for bad behavior - bad behavior increases. It is human depravity. And it’s coming to America in truckloads.
