When you need to put 100s of pieces of a plane back together along with examining wreckage that endured a crash at over 300 mph a couple of years makes sense. The ship hit at slow speeds suffered no damage to any part that would matter for an investigation.
I would start by interviewing the ship’s crew; then I would try to determine if what they said is true.
That shouldn’t take two years.

The ship was registered in Singapore. The officers maybe fluent in English. The unlicensed crew members may not be.
My company could probably get the cause in three months after getting the design documents.
Which could be why the NTSB needs the extra time

Look - even if it ISNT an accident once they get the vessel freed that’s not going to take the long to investigate the source of the power failure. Interviews with the crew should ALREADY have been done by now because each passing day fogs up the memory.

It would be better (healthier) if we could follow that advice. But we can’t. The government lies about matters large and small. They lie all the time. The Gulf of Tonkin incident, Weapons of Mass Destruction, the origins of COVID, the rate of inflation, etc.
They have trained us to suspect every last thing they say.
I will bet two of them were named “Din Duit” and “Namah Job”.
Yeah have they even revealed what the crew members statements were or are they using the investigation as the cover up by hiding that info?
It takes NTSB 2 years to figure out a light plane crashed because it hit telephone wires.
