If you charter a semi to haul a load for you and that truck hits a bridge abutment and it collapses, are you responsible for the damages? My guess is that the driver and the owners of the trucking company would be responsible,
Maersk owns and operates 740 ships of all types. If they have more containers to haul, then capacity to haul them, they will charter other ship. This why Dali was carrying Maersk cargo.
It is not routine for Maersk to charter the competitions ships.
Typical government where common sense is the last thing to be used. I’m guessing they’ll set up some sort of investigative commission made up of culturally diverse individuals with no knowledge of maritime laws, harbor ingress/egress shipping protocols or could even point out a ship.
They’ll meet every 3rd Thursday of the month, request millions in funding, hold conventions in Europe and request more time to verify the obvious and finally release a report that comes to no conclusion and blames Trump.

Rewiring these ships to provide secure data to some sort of greater capability VDR would be both expensive and likely would take years to accomplish. But local sensor groups and recording could make a lot of sense. WiFi - well, maybe, but that makes security tougher. Keeping it local and hardwired makes the most sense to me.

Not sure what Dali was set to but just on the surface , I’m leaning towards Dali’s Emergency diesel generators may not have successfully lit off. Pure guess on my part.
The engineer said he tests his setup every month runs it for a couple of hours, has its own self contained fuel tank .
Perhaps the maintenance logs will be telling.
