No. In 2022, Johnson scuppered the deal.
Going back further, to the breakup of the USSR, they agreed to the breakup, based on assurances from NATO, that there would be neutral countries forming a buffer zone between NATO and Russia. It was the West that didn’t stick to the agreement.

Gorbachev never asked for such an assurance, and none was ever given ... there's zero proof to back up that claim
