You are right, of course. But if the students in question are in ‘special classes’(and the odds of that are very high) the school has to jump through many legal hoops to impose even mild discipline. But that doesn’t mean the fight cannot be stopped.

In my youth, a big, burly WW II vet (teacher, athletic coach, principal, asst principal) would have decked the black kids, tossed them around by the scruff of the neck, hauled them off to a room, and they would have been suspended and maybe expelled.

I had the pleasure of seeing something very similar in the early 70s when I was in the 7th grade. A gang of several Amish (/s) were attacking some guy and I noticed a couple of middle age guys who happened on the scene take off their belts and wrap them around their fists. I was puzzled by it but quickly learned its purpose. It was the best bully beat down I ever witnessed.
