I believe the Speaker of the House has the authority to withhold bringing a bill to the floor which then requires a discharge petition to bring it forth over the objection of the Speaker of the House which requires a majority of the house voting for the discharge petition.

However, the Speaker of the House still has the power of scheduling the vote, and can employ delaying tactics. As I understand it at any rate.
