Every neighbor of Russia has experienced centuries of rapine and plunder from the Russians. We didn't push Poland or the others states into NATO: they clamored to get in. And so has Ukraine for the same reason.
To call this a "provocation" is to assume that Russia deserves some sphere of influence or control over its near abroad, which it does not. We used to call the Baltics the "captive nations" for a reason.
