On Wednesday, Representative Joaquin Castro (D-TX) called on President Biden to "seize" the Texas National Guard by calling them into Federal service, removing them from the command and control of the State of Texas. This is presumably in response to Texas Governor Greg Abbott's defiant tone towards the Biden Administration on closing the border.
A Texas congressman has urged President Biden to take the state's National Guard under federal control if Republican Governor Greg Abbott defies a Supreme Court ruling allowing federal agents to remove razor wire from a section of the U.S.-Mexico border.
The call was made by Democratic Representative Joaquin Castro after Abbott posted on X, formerly Twitter, saying the Texas National Guard would continue to "hold the line in Eagle's Pass," a popular migrant crossing point, stating: "Texas will not back down from our efforts to secure the border in Biden's absence."
Castro re-shared Abbott's post on his own X account, adding: "Governor Greg Abbott is using the Texas National Guard to obstruct and create chaos at the border.
As of this writing, there has been no action on this by the Biden Administration.
This idea by Rep. Castro raises some interesting questions:
1) Were the President to activate the Texas National Guard under Title 10, what would their orders be? To assist federal officers in throwing open the gates?
2)What happens if members of the Texas National Guard refuse activation and instead continue to follow the orders of TX-ANG officers and Governor Abbott?
3)What if the Texas Guard splits, and former comrades end up facing each other across that red line?

This is exactly what James Madison feared might happen in 1787 when he wrote about Article IV Section 4 in Federalist #43.
Madison was afraid that states will admit such large numbers of "alien residents" to the point that they become the majority of the people in the state. These people, Madison suggests, would become "an unhappy species of population" living below the average means ("are sunk below the level of men") who ultimately resort to riots and violence to elevate their cause with the purpose of rallying support.
The argument could be made that a tyrannical government might purposely admit such numbers of "alien residents" so they can incite them to riot against the regular order in 2024 the way they got ANTIFA and BLM to riot in the cities in 2020.
From Federalist #43 (James Madison):
...in a trial of actual force, victory may be calculated by the rules which prevail in a census of the inhabitants, or which determine the event of an election! May it not happen, in fine, that the minority of CITIZENS may become a majority of PERSONS, by the accession of alien residents, of a casual concourse of adventurers, or of those whom the constitution of the State has not admitted to the rights of suffrage? I take no notice of an unhappy species of population abounding in some of the States, who, during the calm of regular government, are sunk below the level of men; but who, in the tempestuous scenes of civil violence, may emerge into the human character, and give a superiority of strength to any party with which they may associate themselves.In cases where it may be doubtful on which side justice lies, what better umpires could be desired by two violent factions, flying to arms, and tearing a State to pieces, than the representatives of confederate States, not heated by the local flame? Madison wrote that "the minority of CITIZENS may become a majority of PERSONS, by the accession of alien residents." Biden is opening the borders to flood the states with alien residents who are thanking him for being here.
Madison asks: "but who, in the tempestuous scenes of civil violence, may emerge into the human character, and give a superiority of strength to any party with which they may associate themselves. Again, Biden's loyal aliens will align with him against the citizens of the states who are blocking border crossings for their fellow aliens from their home countries.

The mention of confederate states is spot on! The same radical party that plunged the nation into 'civil war' to defend slavery is now marching us towards a civil war to end the Constitutional order in favor of a globalist hegemony.
I am forced to conclude that the Democrat Party probably should have been outlawed after the first conflict. Rush Limbaugh as well as Mark Levine have stated that the Democrat Party hates their country as constituted. Their history since the 1860s has been disruptive to normal order - KKK, etc. . . . . . . . . . . sigh

The mention of confederate states is spot on!
First, this was written in 1787, way before the Confederacy of the Civil War.
Second, when Madison writes of "confederate states," he's referring to the Articles of Confederation that was the current organizing document for the states. He's saying that other states in the confederation would join the state being assaulted by the federal government to block the overreach of federal power into the states.

I was clarifying a possible confusion for other readers.
You called out "confederate states" and then segued into the Civil War. I wanted to remind readers that "confederate states" in the context of the Federalist papers referred to the states as ratifiers of the Articles of Confederation.
"Confederate" and "confederate states" is used throughout the Federalist papers.
