Police did not say if the victim had actually stolen a package from Blakely’s home.

That is kind of an important point.

I’ve had packages mistakenly delivered to a neighbor. Sometimes they send a photo of the package at the wrong address.

Not in the police’s or prosecutor’s interest to establish that at this point. The legal question is if there was a credible threat of harm to the woman in the car. If there wasn’t a threat to the driver, then running someone down over a package is a little extreme. But when police and prosecutors refuse to stop and prosecute thieves, people are naturally going to take the law into their own hands and you get situations like this.
