My younger brother joined the Army back in the 1980s at age 33. I remember him say the Army was considering making the M-16 fire a 3-round burst instead of full automatic fire because full auto was mainly a waste of ammunition.
Did the Army ever do this?

Yes. On full auto you are inaccurate and can shoot off your entire supply in a very few minutes. Plus it’ll burn out the barrel much faster. They shifted to 3 Rd burst control at some point.
