A federal judge (maybe this judge) put a two week injunction on the ban a few years ago. Something like 10 million high capacity magazines flooded the state and sold during that two weeks. Then the judge reinstated it.
Now if this ruling sticks, or even if it doesn’t, the cat is out of the bag. The 9th weaseled their way out of ruling on carry issues - they said, using 2 different cases, that the USSC never said open carry was legal and they never said concealed carry was legal, so they declined to overturn either CA law about carry. Even though the court clearly said people have the right to carry. The 9th planned that out very carefully too knowing exactly where they were heading before they even took the cases.
I would guess that they will try to overturn this magazine ban en banc or with a full court.

From the email sent by the Second Amendment Foundation which quoted the decision:
"... and because they are reasonably related to service in the militia, the magazines are presumptively within the protection of the Second Amendment." Judge Benitez said the "M" word.
