As I've noted on other threads Vivek is actually advocating an increase in aid to Israel, not a reduction. Clearly he doesn't know the issue well enough to understand the meaning of Israel should not get more aid than its Middle Eastern neighbors after 2028, or he's planning on reducing aid to Israel's neighbors as well. He'll have to revise his opinion. Still, I think it's fair to say Israel's cooperation with the US military is as least as important as Ukraine's.
