Rudy Giuliani was part of that judicial system for half a century, but even I whose only experience of it was serving on two juries would never ever tell a court “I lied about a criminal accusation” unless I had damn well done so.
It is both corrupt or incompetent, depending on who is involved. Sometimes it is both corrupt *AND* incompetent.
