Thermobaric bombs can have yields similar to small nukes and leave no toxic fallout behind. The US employed them to deal with the cave dwelling terrorists in Afghanistan. Those devices flew into a cave, detonated the opening on the way into the cave, then released the thermobaric payload. Massive overpressure inside the sealed cave and total removal of oxygen. Very hard to hide from that.
The Russian versions are airbursts with significant blast and oxygen removal over a wide area. Sending it in on a drone is dirt cheap AND the bombs themselves are cheap to manufacture.

Maybe before escalating by providing HIMARS, Storm Shadow, depleted uranium, cluster munitions, Leopard II’s etc. they should have thought about the possibility of Russia retaliating a little on its own.

A thermobaric weapon is a glorified Molotov Cocktail - a tank of fuel and something to ignite it. Very low tech but nasty I suppose.
