There were news blips during the Clinton administration of people smoking pot in the White House. In the Obama administration men were caught having sex with each other in their office. Drugs have been an issue with every Democratic president.
If I recall several Obama aides were fired after admitting to drug use. They were very upset because they believed if they admitted to it nothing would happen. (Actually, I was surprised they were fired. There was probably a lot more potential for embarrassment and they were let go as a result of whatever that was.)

It could have been planted by someone who is letting Biden know that dirty tricks work both ways.

My guess is that the place is run by alphabet people and communists that have no respect for the law nor the constitution.
Virtually everyone employed at the White House have their fingerprints on file. It would not be hard to identify who owned that bag if there was an inclination to actually find the culprit. Suspect there is absolutely no desire within the Biden Administration to identify the owner of this cocaine.
He’s going to need another plea deal and they’re sure to give it to him
