I think if it was intentional they would not have released it in their own population. I think the PRC lied about it, tried to cover it up, and denied responsibility, but did not release it as an intentional act.
China was probably hurt economically more than any other nation and had the highest death toll. Also the PRC is extremely concerned about domestic unrest and revolution. They are not going to jeopardize the party’s power and position.
None of that means they didn’t try to twist the situation to their advantage.

I also seem to recall very large protests in their streets at that time that needed to end.

I have speculated it could have been due to rats using sewers to go between the lab and market. There are rats the size of house cats in Wuhan.
