If you appoint a special counsel it will be a democratic hack and they will just bury the stuff for 5 years. If Congress holds hearings and drags these people in, they can refuse to testify saying they are currently under investigation by the special counsel and of course the special counsel won’t comment on anything saying it is under active investigation.
