Pa. State Police identify trooper killed in Juniata County shootout

The two Pennsylvania State Police (PSP) Troopers shot Saturday in Juniata County were identified during a Sunday afternoon press conference in Harrisburg.

Tpr. Jacques F. Rougeau Jr. was killed and Lt. James A. Wagner was wounded in separate encounters with the same shooter, according to PSP.

Tpr. Rougeau, 29, was assigned to the Troop G, Lewistown Station and enlisted in the PSP in June 2020 as a member of the 160th cadet class. Upon graduation, he was assigned to Troop J, York before transferring to Troop G, Lewistown in March of this year. He becomes the 104th member of the Pa. State Police to be killed in the line of duty. PSP officer killed

Tpr. Jacques F. Rougeau Jr. was killed Saturday during a lengthy altercation that took place at the Lewistown Barracks and then in and around Mifflintown.

Wagner, 45, is currently listed in critical condition at Penn State Health Milton S. Hershey Medical Center. He is assigned as the station commander at the Troop G, Bedford Station. He enlisted in the PSP in September 2002.

“This is a tragedy for the Pennsylvania State Police,” Col. Christopher Paris, commissioner of the PSP, said. “We ask for your continued prayers for not only our Troopers but also their families.”

The shooter was identified as Brandon Stine, 38, of Thompsontown, in Juniata County.

He was killed in an exchange of gunfire after the shootings after initially arriving at the Troop G, Lewistown Station around 11 a.m. armed with a rifle and firing shots at patrol vehicles in the parking lot, leading to the search for him.

Anyone interested in donating to assist the troopers’ families can send a check to the Pennsylvania State Troopers Association (PSTA) at 3625 Vartan Way, Harrisburg, PA 17110.

The check should be made out to the “Survivor’s Fund,” with the name of the trooper written in the “memo” portion of the check.

The PSP Commissioner described the perpetrator’s weapon as a .485 long gun. Dozens of rounds were fired by him and hundreds by PSP.

In light of the weaponry they were dealing with a car offered minimal protection.

Objective was saturated coverage over a broad area.

Operationally: More air support was needed.

Some years ago another guy ambushed PSP troopers, with something like an 8mm Mauser, in their parking lot, killing one and wounding another.

Took off, with his lights off and got his Jeep stuck.

Ran into the woods and evaded capture for good while.

Wanted to start a commie revolution, I think.

I try not to remember the names of the perpetrators.

I am ashamed to admit that I needed to to an agency search in order to recall Cpl. Dickson.

And it was seven weeks of lockdown.

Memory fades after nearly nine years.

I spent 15 years with the New York State Police both in rural and suburban zones within Troops and in NYC. We were always alone on Day and Evening tours (before we went to 12 hour tours) and only “Doubled up” at 11pm. It’s a manpower issue
