I would point out that it also may have delayed or confused reactions from local citizens. The Charger is a common cop car, even unmarked, and the jacket he was wearing in the dashcam video looked like it might say POLICE or some agency on the back. Think about that.
Most *recent* ones don’t. But you can put one on them - in fact the base issue M4, when it got the Picatinny rail upper, was issued with a bolt on carry handle if it didn’t have optics. And historically, there were decades of AR production that had carry handles.
I cannot begin to say how much I agree with your idea of what needs to be done.
The fact rmains the shooters ‘plan’ to shoot people and children like predators attacking their targets. This murderer was shooting anyone that moved...including cars people were trying to escape in.
Yeah, but the point is he met the expected visual signature of a cop wearing tactical gear. If what looks like a cop rolls up in what looks like a common unmarked cop car and they then get out and start shooting, you may not realize that it’s not a cop until too late.

The suspect in the Allen Premium Outlets shooting has been identified as 33-year-old Mauricio Garcia.
The Texas Department of Public Safety confirmed his name Sunday afternoon.
Officials say Garcia shot and killed 8 people, and injured 7 others before he was killed by a police officer who was responding to a different call nearby.
Preliminary information developed during the investigation indicates the suspect was in the U.S. Army in 2008 and was “removed due to mental health concerns,” law enforcement sources briefed on the probe tell ABC News.
In addition to the insignia on the shooter’s equipment that suggested a right-wing extremist ideology, investigators have found social media accounts connected to the suspect that reveal hundreds of postings and images, including writings with racially or ethnically motivated violent extremist rhetoric, including neo-Nazi material and material espousing the supremacy of the white race, the sources said.
None of the subject’s postings analyzed to date were liked or shared by other users nor were there any public comments, according to the sources. The suspect’s account did not contain any friends or associates that were publicly visible, the sources said.
Frankly I see the shooter as one thing - a cold blooded murderer.... He cold bloodedly murdered adults and children ...and would have killed more had he not been shot dead on th spot...and that’s what had to be done to stop him.
The Allen mall killer was thrown out of the Army in 2008 because he was mentally ill. If they failed to update the FBI’s NICS database to reflect that, then the Army is liable, because that would have stopped him from buying any guns legally. The Air Force has already settled an almost identical case for $144,500,000.
