California is taking action to curb locomotive emissions operating within its borders as part of the state's sweeping climate agenda.
On Thursday, the California Air Resource Board (CARB), a state agency tasked with protecting air quality and reducing harmful pollution, announced that it would pursue aggressive regulations to limit freight train emissions. The so-called In-Use Locomotive Regulation makes California the first state to tackle freight train emissions which represent just 0.5% of total U.S. greenhouse gas emissions, according to federal data.

Modern train engines are all diesel-electric. (Except for the pure electric ones when the tracks are electrified, an expensive project worth only on very busy tracks.)
Big diesel engine generates steady electrical power which is then used to run the electrical engine and all additional appliances.
BTW, The same scheme is getting implemented on many big modern boats.
It has been done that way for a quite long while, without any gov. regulations.
Reason - electric engines have flat power vs RPM curve, while diesels are just opposite. so operating diesel engine at the peak power point makes it very efficient.
The hybrid cars are doing the same.
At the Train or boat level, this is a more useful solution as the bulky diesel-electric systems fit there better than on small cars. Plus diesel engine power curve is more peaked than the gas engine one.
Yes, if they want to electrify all tracks in CA, they could have all electric trains. With electricity made by some coal plant anyway.
Making trains haul huge batteries and wait days at some recharge stop is impossible.

The vast majority of train locomotives are diesel electric. The primary mover is electric motors on the drive wheels. The diesel runs a generator to run the motors. So, the trains are already electric.

CA’s diesel HM laws affect all diesels operating in state, that are commercial use and weigh over 14k. Including in state rvs too.

The SUPER simplified version goes:
An engine takes a primary energy source (fuel/heat) and converts it into a secondary energy source (electricity, or steam)
The device that converts that energy into motive force is a motor.
The terms motor and engine are NOT interchangeable. To those that understand English, at least.
California can’t tell the railways anything. It’s all federal control. Interstate commerce
California is shutting down travel in the state. Totalitarians hate the the thought that people can just go somewhere when they like. Electric cars may become the only ones on the road but he roads will be empty because the grid will not support more than a small number. Long distance trains will be gone as putting electric wires for electrics all over the state won’t happen. “Get a horse!” may become a popular cry-out agaın.
